District Mineral Foundation Trust – Palnadu District

Establishment of DMF Trust:

The State Government vide G.O.Ms.No.36, Inds. & Com. (M.II) Department, dated 14.03.2016 established District Mineral Foundation Trust and pronounced Andhra Pradesh Mineral Foundation Rules, 2016. Further the Government vide G.O.Ms.N.40, Inds. & Com. (M.III) Department, dated 14.07.2022 has issued orders for establishment of DMFTs in 13 New Districts of the State of A.P., in due continuation of the existing DMFTs.

Further through the the Director of Mines & Geology, Ibrahimpatnam vide Memo. No. 7887/P-PMKKY/2017, dated 18.07.2022 while enclosing the said G.O. Ms.No.40, dated 14.07.2022, instructed all the Deputy Directors of Mines & Geology in the State to meet the District Collectors of the newly formed 13 Districts and appraise the Government instructions and take all appropriate steps to establish DMF Trusts and immediately take action to open PD Accounts for the newly formed DMF Trusts to transfer the funds as per the instructions issued by the Government and also as per the instructions of the Director of Mines & Geology, Ibrahimpatnam vide Memo. No. 7887/P-PMKKY/2017, dated 22.07.2022, registered the District Mineral Foundation Trust, Palnadu District vide Regn. No.Book No.IV, 127/2022, dated 28.07.2022 at District Registrar, Palnadu District.

DMF Contributions:

An amount of Rs.22,51,45,890/- was collected upto September, 2023. DMF contributions are being received through CFMS. Further the District Collector & Chairman, DMFT, Guntur has distributed the funds available basing on the pending liabilities upto 10.06.2022 is Rs.40.687 Crores to DMFT, Palnadu District. The transfer of funds is under process.

As per Rule 9 of the DMFT Rules, 2016, the utilization of 95% DMF funds are allotted mining affected areas :

55%: Utilisation of drinking water supply, setting of effluent treatment plants, creation of primary / secondary care facilities etc.

40%: Utilized for creation of Building roads, bridges, water way projects etc.

3%: DMFT shall meet the expenditure from this fund which shall not exceed 3% on total fund collected in a financial year

2%: Transfer to DM&G to meet the expenditure on I.T. for eGovernance
